Responsible for drafting, revising, reviewing and construing ordinances, charter provisions, resolutions, contracts, deeds, leases, and other legal documents before being presented to the City Commission for their action. Substantially decreased expenditures made for outside counsel by hiring a full-time assistant attorney and assuming more of the litigation as an in-house function.

Investigations many times involved subpoenaing several years of public financial and business records covering every aspect of the operations of a municipality and the distillation of that information into useable form.

Responsible for organizing an investigative hearing section, writing the rules and procedures for the hearings, hiring hearing officers, scheduling hearings, and approving decisions. Supervised investigative staff and assisted the Director in the development of office systems, programs and paper flow systems. Extensively investigated complaints.
